Unfortunatley, you must wait to finish the "Excavation of Orr" quest in Lion's Arch to get your first Signet of Capture.
TBH, I've never seen the glow, even on bosses I cap from... which Charr and where was it?

You cannot capture elites from anything before the Desert. Cannot.

well after entering the searing and leaving the portal straight out of old ascalon, i was on the mission of retrieving the cencus for a scribe whose name i cant remember...me and a friend encountered two charr tribe leaders (which i only asume where tribe leaders because of the green and red glow on their bodies)
on a hillside outside of a cave that i needed to enter to obtain a rock of moss to heal the elementalist of lighting...thus completeing two quests at once...but that is as descriptive of where and when i saw them that i can say...
we killed them but i read in another thread on this site that the glow on them indicated that it meant they had what some one in another thread claimed to be "elite skills to be stolen"
but ok....

Well... actually you can go right outside of beacon's perch to lornar's path, and there is a boss like... on top of the hill right in front of you with an elite... you going to need some help to capture those thou. (if u r low lv)
warrior- defy pain
monk- life barrier
those are the 2 i know that spawn.

Lornar's Pass is technically, according to the story progression, after the desert.

Lornas Pass has no bosses with Elites. Snake Dance, an area that takes 30 minutes to an hour to get to with level 24 mobs, does have elites. However, a level 12 won't be able to get there any time soon.

I've never seen that "aura" either around bosses... they all look the same to me. I just use the capture sig and if there is something there, it shows...

You have to enable "Post Process Effects" in video options to see the boss aura
